Whenever Qatilv enters the battlefield or untaps, you may put a +1/+1 counter on Qatilv, if you don't tap target creature.
Remove a +1/+1 counter from Qatilv: Counter target spell with converted mana cost equal to or less than Qatilv's power. If a spell is countered this way, that spells controller can't cast noncreature spells of that colour this turn.
