Whenever a player flips a coin, that player loses
the flip unless he or she pays 2 life.
{x}{b/r}{b/r}, {t}: Each player flips X coins, then
sacrifices a permanent for each flip he or she
lost. If X is 13 or more, each opponent flips X
coins and sacrifices two permanents for each
flip he or she lost instead.
