Quarantine Airlock

Quarantine Airlock enters the battlefield tapped
and doesn't untap during your upkeep.
{1}, {t}: Add three mana of any color a phased out permanent is.
{3}, {ut}: Put an isolation counter on Quarantine
Airlock and onto up to one target creature. Then,
each permanent with an isolation counter on it
phases out. (It phases in before its controller untaps
during each of their untap steps. While it's phased out,
it's treated as though it doesn't exist.)
