Quasar, the Devourer of Worlds

Deathtouch.
When Quasar, the Devourer of Worlds enters the
battlefield, destroy all other permanents you control.
For each permanent destroyed this way, you create
a tapped Cosmic Cloud token. (It's a land with "
{t}, Pay 1 life: Add one mana of any color.")

Whenever a player expend 4 during their turn, you
may destroy target tapped permanent that player
controls. When you do, that player creates a tapped
Cosmic Cloud token.
