Whenever an artifact is put into the graveyard from play, put a quest counter on Quest for the Oracle.
When there are 10 or more quest counters on Quest for the Oracle, you win the game
When the Sofians unleashed the tin men, Hedrek sought the Oracle, an ancient seer, who would give him the insight needed to unite the Electorates.
