Peace and Order—At the beginning of your end
step, starting with you, each player votes for
either Peace or Order. Whenever a player votes
for Peace they must discard a card. Whenever a
player votes for Order you may put a +1/+1
counter on target creature you control.
If you would be forced to discard a card by an
ability you may instead draw a card then
discard a card.
When Qui Gon Jinn dies flip him.
