Race to the End of the Galaxy

At the beginning of each player's upkeep, put a
charge counter on Race to the End of the Galaxy
and each player exiles the top {x} cards of their
library where {x} is the number of charge
counters on Race to the End of the Galaxy.
{3}: remove a charge counter from Race to the
End of the Galaxy. Any player may activate this ability.
