Will of the Council - Whenever a creature deals
damage to a player, each player may vote for
Punish or Reward. If Punish has more votes,
destroy that creature. If the votes are tied or
Reward has the most votes, that creature's
controller draws a card.
It may be because I'm a dog, but this case looks pretty
black and white to me.
