Ranaj, Chief of Prosecution

Whenever a creature enters the battlefield, you may pay {b}{b}, if you do, choose one:
- That creature cannot attack or block until the beginning of your next upkeep.
- Put a -1/-1 counter on that creature
As Chief of Prosecution, Ranaj's duty is to capture criminals and decide what fate befalls them for defying the Consulate.
