mana cost for spells you cast. When you do, all permanents you control phase out until your
next turn.
Perpetual - Whenever Rasiel of the Maelstrom
dies return it to the battlefield with a -1/-1
counter on it for each time it's died. When it's
power and toughness is zero, you lose the game.
