Whenever Rasputina, Ice Witch enters the battlefield or attacks, put an ice counter on
up to one other target creature.
Creatures with ice counters on them can't attack and have "When damage is dealt
to this creature, remove an ice counter from it."
Noncreature spells you cast cost {1} less to
cast for each creature with one or more ice counters.
