When Rat King's Rule enters the battlefield,
Rats you control gain deathtouch until end of
turn.
At the beginning of your upkeep, create two 1/1
black Rat creature tokens.
{b}{b}{x}, {t}: Deal X damage to target creature
with converted mana cost X or less unless it's
controller sacrifices it.
