Ratify

Secret Council — Each player secretly votes for
rats or rules, then the votes are revealed. For each
rules vote, you draw a card and each opponent
loses 1 life. For each rats vote, create a 1/1 black
Rat creature token. If rats got more votes, also
create a 1/1 black Rat Advisor creature token
with "Rats you control get +1/+1 and have
deathtouch".
The giant rat may make the rules, but the council
must ratify them.
