Rayr of Shangri La

If a player would tap a permanent for mana it
adds an addental mana that permanent
could produce.
If a player would draw one or more cards, that
player draws that many plus one instead.
Players cannot tap permanents unless it is for
mana abilities or attacking, also spells & abilities
cannot prevent players from drawing cards.
