When Rebel's Council enters the battlefield, you may search your library for a legendary Rebel creature and put that card onto the battlefield. If you do, that card enters the battlefield with three +1/+1 counters on it.
Whenever a Rebel creature enters the battlefield under your control, you may draw a card.
