Relieve of Wealth

Whenever an opponent plays a land, if that
player controls more lands than you, they may
pay {1}. If they don't, you may put a land card
from your hand onto the battlefield.

Whenever an opponent draws their second card
each turn, if that player has more cards in hand
than you, they may pay {1}. If they don't, you
draw a card.
