+1: Target creature an opponent controls becomes a 0/1 with no abilities and loses all other card types (it's no longer a creature).
-3: Gain control of target creature until Relinquished leaves the battlefield. It becomes a Toon in addition to its other types and attacks each turn
-8: emblem with "Creatures your opponents control are 0/1 and have no abilities. At the beginning of your upkeep, you may gain control of one ofthem
