Remorseless Monarch

When Remorseless Monarch enters the
battlefield, you may have it deal 3 damage to
another target creature you control. If you do,
put a +1/+1 counter on each other creature
you control. (Not the creature you dealt damage
to, and not Remorseless Monarch.)
{2},{t}: Put a -1/-1 counter on another
target creature you control: Draw a card.
