"After the Replicant Modulators were created and
started being produced, some of the Re-calibrators felt
it necessary to re-purpose damaged lesser Cyberkin
into being specially designed for use by the Replicant Modulator. They were Cyberkin that are initially deactivated and stored in a safe facility, so that when
they were summoned, they were roaring and ready to
