Requisitions Official enters the battlefield with two Supply counters.
Whenever another creature enters the battlefield under you control, you may remove a Supply counter from Requisitions Official, then choose one —
• Gain 3 life.
• Put a +1/+1 counter on target creature you control that entered the battlefield this turn.
