Opponents spells cost {1} more to cast.
At the beginning of each player's upkeep, choose target player, that player cannot play instant or flash spells until the end of the turn.
Whenever an opponent plays an instant or sorcery in your turn, he or she may pay {1}, if not counter the spell.
