If a player would draw a card for being the
monarch, instead, starting with you, each player
votes for a player. The player with the most
votes draws a card and becomes the monarch.
If the vote is tied, the monarch draws a card and
chooses an opponent. That player becomes
the monarch.
People shouldn't be afraid of their government...
