Ritual of Chaos

Ritual - Starting with you each player may
vote to participate or disrupt. Each player
who chose participate rolls a D20. Each
player who chose disrupt rolls a D20. If the
total sum of participate is greater than the
sum of disrupt, each player selects a target
permanent they own and shuffles it into their
library, then each player reveals the top card
of their library. If it's a permanent card, that
player puts it onto the battlefield. Otherwise,
this spell doesn't resolve.
