doesn't untap as long as Ritual Restraints is
tapped.
You may choose not to untap Ritual Restraints
during your untap step.
At the beginning of your upkeep, if Ritual
Restraints is tapped, put a -1/-1 counter on target creature tapped with Ritual Restraints, and a
+1/+1 counter on target Vampire you control.
