Rizonan Refugee Crisis

Enchant target player
At the begining of enchanted player's upkeep,
create a 0/1 refugee creature token with
"when this creature dies it deals 2 damage to
it's controller." Then enchanted player may
pay {1} for each refugee they control, if they
do not, sacrifice all refugees they control.
