+1: Action: all creatures within 120ft must make a dc 15 WIS save
or be charmed for 8 hours. While charmed, they treat you as their
ruler.
+2: After use, the rod's power is exhausted. It recharges at the
next dawn if innocent blood has been spilt in the wielders
name.
+3: The rod carries a curse: whoever wields it suffers dreams of
betrayal by their closest allies.
