Whenever an ability of a nonland permanent you
control is activated, if any {e} was spent for its
activation, each opponent may draw a card. For
each opponent who does, you may exile up to that
many other target nonland permanents then return
them to the battlefield under their owner's
control, they gain haste until end of turn.
