Rule Zero

Whenever a player casts a spell or activates an ability,
except a mana ability, a different player may call for a
vote. Each player, other than the one who cast or activated, votes Allow or Forbid. If more players vote
Forbid, exile that spell or ability from the stack.
A turn-one Winter Orb? I think not.
