When Saljyth's Restraint enters play, if you
cast it, you may detain target nonland
permanent an opponent controls.

When an opponent casts a spell, you may put
a charge counter on Saljyth's Restraint. Then,
if it has five or more charge counters on it,
you may return it to your hand.
