At the beginning of each player's upkeep, if they haven't committed a crime since their last upkeep, you and that player may create a Gift token, an artifact with "Sacrifice this artifact: Choose one: Draw a card, gain 3 life, or add
one mana of any color."
If a gift would be promised, the spell's controller may promise it to each player. If they do, they create Gift tokens equal to each other player that recieved the gift.
