Santiago, Face of Revolution’s power and toughness are both equal to the number of nonlegendary creatures you control.
When Santiago enters, take control of all non-legendary creatures with mana value 4 or less.
When Santiago deals combat damage to a player, take control of target non-legendary creature that player controls.
