Scale Visitor

At the beginning of your precombat main phase, remove a time counter from Scale Visitor. If you
do, it loses all other abilities until your next turn. Otherwise, put a time counter on it.
Players can't draw cards unless the have the least
cards in hand among players or are tied for the
least and can't cast permanent spells unless they
control the least number of permanents that
share a type with it among players or are tied for
the least.
