Scattering Storm

Scattering Storm enters the battlefield with X storm counters on it.
At the beginning of each of your upkeeps remove a storm counter from Scattering Storm.
Whenever an opponent casts an instant or sorcery, take control of that spell if its converted mana cost is less than the number of storm counters on Scattering Storm.
