Sea Captain's Pipe

This exquisite scrimshaw pipe is shaped to
resemble a bearded sea captain. The pipe must
be smoked for one minute to gain the following benefits, which last for one hour:
{1} The user gains 10 temporary hit points.
{2} Whenever the user makes an attack roll or a
saving throw, the target can roll a d4 and add the
number rolled to the attack roll or saving throw.
