Council's Dilemma - Each player votes for field
or yard. If field gets more votes, this card deals damage to the most expensive creature each player controls equal to its cost. If yard gets
more votes or the vote is tied, this deals
damage to each player equal to the most expensive card in that player's graveyard. (Proxies are treated like real cards. Fake cards
are $3).
