Sephiran, the Chancellor

At the beginning of each opponent's upkeep, they may put a Blessing counter on target permanent they control. Sephiran has protection from all permanents without blessing counters.
Whenever you gain life, put a +1/+1 counter on up to one target creature and a -1/-1 counter on up to one target creature.
