Setting the Precedent

Setting the Precendent may only be played
in a multiplayer game.
Counter target spell. All players that are not that spell's controller may pay {u}{u}. Any player that does so may chooses another
spell that's not this one and counter it.
It's not just about exposing vulnerabilities... it's about being the first to draw the line.
