Shao Kahn, Outworld Emperor

When Shao Kahn, Outworld Emperor enters the
battlefield, exile all creature cards in graveyards.
Put that many +1/+1 counters on Shao Kahn.
At the beginning of each upkeep, choose 1 or 2 at
random. Put that many creature cards at random
exiled with Shao Kahn onto the battlefield under
their owners' control. If two creatures are put
onto the battlefield this way, those creatures fight
each other. If exactly one creature is put onto the
battlefield this way, it fights Shao Kahn.
