{t}, remove X Time counters from Shiny Rod:
Search a zone under your control for a card with
a converted mana cost of X or less and add it to
your hand, where X cannot be zero. If an instant
or sorcery would be added to your hand this way,
you may cast it without paying it's mana cost.
