Shredded Blades

At the beginning of each combat step, each player secretly votes for Strike or Guard. If Strike gets any votes, destroy target noncreature, nonland permanent. If Guard
gets more votes, or the vote is tied, or any
player declares a duel during the voting process, draw a card. If any players declare a duel, they take damage equal to the number of creatures that attacked last turn.
