Activated abilities of creatures you don't control
that are in a party can't be activated.
Whenever you cast a noncreature spell, you may
pay {1}{u}{b}. If you do, exile it with three time
counters on it. If it doesn't have suspend, it gains
suspend.
Whenever you remove the last time counter from
a noncreature spell you control, copy it, you may
choose new targets for the copy.
