At the beginning of your upkeep, create a Map token for each noncreature permanent card on top
of player's libraries.

Sacrifice a Map token: Sir Perspicace, Lost Explorer phases out, then each player shuffles their libraries. Activate only if there is a creature card on top of a player's library.
