As an action you may affix the Skull Clamp to the head of an Incapacitated creature that's size is Medium or smaller.
While affixed: Any active spell or other magical effects on the creature are suppressed. The properties and powers of Magic Items worn by the creature are suppressed. Teleportation and Planar Travel fail to work. Racial abilities and Class features that require a Short or Long rest to refresh cannot be used and do no refresh.
