Will of the council -- When Sly Merchant enters the battlefield, starting with you, each player votes for fortune or empire. If fortune gets more votes or the vote is tied, put three gold artifact tokens onto the battlefield, they have "Sacrifice this artifact: add one mana of any colour to your mana pool". If empire gets more votes, put two 2/2 blue mercenary creature tokens onto the battlefield
