+1: Exile the top card of each player's library. Until the end of your next turn, any player may play the exiled cards.
-3: The owner of target permanent shuffles it into their library, then reveals the top card of their library. If it's a permanent, they may play it.
-X: Each player, choose X permanents they control. Then each player gives control of the chosen permanents to the player on their left.
