Smothering Tithe

Whenever an opponent draws a card, that
player may pay {2}. If the player doesn't, you
create a Treasure token.
Failure to deliver the Imperial Tithe is met harshly. Even the slightest breach in protocol
will result in the execution of the Planetary Governor and a swift regime change.
