Smuggler's Concourse

Any time a player would draw a card, instead that player may exile a nonland card from his or her hand with four gold counters on it.

with cards named Smuggler's Concourse. Any player may play this ability. The player, who removes the last gold counter from a card in exile may cast it without paying its mana cost
and as though it had flash. Each other player draws a card.
