each player gets a sunrise counter.
At the beginning of your upkeep, you choose an
opponent who didn't attack you on their last turn.
You and that player may draw a card and put a
land from hand onto the battlefield.
When Solara's Emissaryleaves the battlefield,
remove all sunrise counter from all players
