Sombra cannot be targeted with instants or/and
sorceries when it's not your own turn.
{t}{u}: After combat phase if opponent controls a
creature which has total toughness more than 1,
but is equal to 1 at this moment, you may
destroy that target creature.
{t}: Target creature opponent controls is unable
to use abilities until end of turn.
{t}{u}{u}: Up to 3 target opponent creatures are
unable to use their abilities until end of turn.
