Soul Monolith

At the end of each upkeep, target creature
gets -1/-1 until end of turn. If it does, put a soul counter on up to one permanent you control.
Stone monuments were erected everywhere from Shar, along the Stone Road, all the way down to Narten, in hopes to drive the spreading disease
away.
